國立高雄大學管理學院的設立係配合政府產業發展政策,支援新十大建設重點計畫下之高雄港洲際貨櫃中心、台南科學園區、路竹科學園區、高雄國際海空運、倉儲加工轉運中心與多功能經貿園區以及 我國新興產業之發展需要,利用高雄的地理優勢及高雄為亞太地區工商與海空航運重鎮的特色,積極培育具備經營全球的高級管理人才;同時,扮演均衡南北管理教 育之發展,並促進大高雄工業重鎮與大都會之人文社會多元化的週邊健全發展;並且將提供自由的學術研究環境,培育視野遼闊且具人文與科學素養的學生。 The establishment of the College of Management at the National University of Kaohsiung (NUK) aligns with the government’s key industrial development policies. We support The New Ten Major Construction Projects—such as the Kaohsiung Intercontinental Container Center, the Tainan and Luzhu Science Parks, and the Kaohsiung Multi-functional Economic and Trade Park—while addressing the developmental needs of emerging industries. Leveraging Kaohsiung’s geographic advantage as a hub for Asia-Pacific commerce and transportation, we are dedicated to cultivating senior management talent with a global perspective. Our mission is to balance management education development between Northern and Southern Taiwan and to foster the holistic development of the greater Kaohsiung industrial metropolis. 本校管理學院的設立將秉持立足台灣、展望全球之理念,在系所之設立規劃上,均依據地方產業特性與需求,切合全球時勢脈動;除著重「創新」、「新穎」及「特色」之學術發展,並結合「理論」與「實務」之「應用」面,強調「通識」教育與「科技」的整合,以期學術卓越發展,提昇教學品質、培育優秀菁英。 Upholding the philosophy of "Rooted in Taiwan, Looking to the World," our departments are designed to meet local industrial needs while staying attuned to global trends. 一、推動課程整合提昇教學品質1. Promoting Curriculum Integration to Enhance Teaching Quality管理學院之成立,旨在培養兼具理論與實務之人才;因此,為了落實課程之規劃、研究之推動及師資之延聘,均應透過院來整合各學系及研究所在教學上所規劃之學 程。核心課程的設計,可結合全院師資、統籌運用教學資源。九十三學年度成立之經濟管理研究所也是依此一理念設計,除由所來主導核心課程外,透過該所之分組 及學程設計,由院內外各系師資共同參與授課及指導學生研究。 The establishment of the College of Management aims to cultivate talents with both theoretical knowledge and practical skills. Therefore, in order to implement the curriculum planning, promote research, and hire faculty members, the College integrates the academic programs planned by various departments and research institutes for teaching purposes. The design of core courses is intended to leverage the expertise of all faculty members and optimize the use of teaching resources. The Graduate Institute of Economic Management, established in the 93rd academic year, was also designed based on this concept. In addition to being led by the Institute in guiding core courses, the program's structure and curriculum design involve faculty members from both within and outside the College to jointly participate in teaching and guiding student research. 本院並將透過「管理學院課程委員會」的設置,以督導課程實施、擬訂並推動執行教學計畫、課程評鑑、協調各領域間課程合作事宜;如此一來,除可凝聚全院之資源支持院內重點研究所之發展,並以此做為基礎,於94學年度起由院協助推動EMBA(高階經營管理碩士在職專班)、IEMBA(國際高階經營管理碩士在職專班)等專業學程,結合理論與實務,辦理在職專業推廣教育。 The College will establish a "College of Management Curriculum Committee" to oversee the implementation of the curriculum, formulate and promote teaching plans, evaluate courses, and coordinate interdepartmental curriculum collaboration. This approach will not only consolidate resources across the College to support the development of key research institutes but also serve as a foundation for promoting professional programs such as the EMBA (Executive Master of Business Administration) and IEMBA (International Executive Master of Business Administration) starting from the 94th academic year. These programs will combine theory and practice, offering professional development education for working professionals. 在推動跨系所之整合課程方面,本校已獲教育部補助經費250萬元,支持推動之「提昇大學基礎教育計畫」-大學專業英語文教學課程建構計畫,實施以英語上課之(1)當代經濟議題(上學期);(2)當代管理議題(下學期)二專業課程,提昇大學生國際競爭力。此外,配合教育部核定補助本校推動之92年度輔導新設國立大學健全發展計畫-「建立WTO與區域經濟發展研究中心」,本 院除協助WTO學程之規劃並結合院內師資參與授課,目前各系所提供課程如下:WTO與國際電子商務、國際貿易(理論與政策)、WTO與與全球發展經濟學、 WTO與全球財務管理。同時自93學年度第二學期起由本院亞太工商管理學系、資訊管理學系結合本校工學院化學工程與材料工程學系、理學院應用化學系共同推 動「奈米綠色材料製商學程」的四年計畫,已獲教育部補助正式執行,該學程跨越理、工、管理學院,整合奈米科技與電子商務等課程,達到培養第二專長為目的。 目前,配合教育部推動大學卓越化與國際化的政策,本院已向教育部提出「WTO與外語教學卓越計畫」,擬經由這項計畫的推動與執行,逐步落實本院之設立宗旨 與目標。 In promoting cross-departmental integrated courses, the university has received a grant of 2.5 million NTD from the Ministry of Education to support the "Enhancement of University General Education Program" — specifically the "University Professional English Curriculum Development Project." This project offers two professional courses taught in English: (1) Contemporary Economic Issues (first semester) and (2) Contemporary Management Issues (second semester), aiming to enhance students' international competitiveness. Additionally, in alignment with the Ministry of Education's funding approval for the university's 92nd-year initiative to assist newly established national universities in their development — the "Establishment of the WTO and Regional Economic Development Research Center" — the College has supported the planning of the WTO program and collaborated with faculty across the College in course delivery. The courses currently offered by various departments include: WTO and International E-Commerce, International Trade (Theory and Policy), WTO and Global Development Economics, and WTO and Global Financial Management. Moreover, starting from the second semester of the 93rd academic year, the College of Asia-Pacific Industrial and Business Management and the Department of Information Management have teamed up with the College of Engineering's Department of Chemical Engineering and Material Engineering, and the College of Science's Department of Applied Chemistry to jointly promote the four-year "Nano Green Materials Manufacturing Program." This program, which integrates nanotechnology and e-commerce courses, has been officially funded by the Ministry of Education. It bridges the fields of science, engineering, and management, aiming to cultivate second specialties. Currently, in line with the Ministry of Education's policies on enhancing university excellence and internationalization, the College has submitted a proposal for the "WTO and Foreign Language Teaching Excellence Program," which is intended to gradually realize the College's founding goals and objectives through its implementation. 二、研究整合提昇研發能量2. Integrating Research to Enhance R&D Capabilities為提昇本院師生研究風氣並整合研究資源,本院將積極研訂各項獎勵辦法、建立研究計畫、成果(含論文著作發表)審查制度、協調系所研究資源、推動整合型研究計 畫,落實成果運用外,為鼓勵傑出研究人才及計畫,並將自推廣教育收入及研究成果收益中提撥經費作為研究績效獎金及研究計畫補助經費。 To elevate research standards, the College has implemented reward systems for research achievements and publications. We actively seek government and industry-commissioned research projects through our specialized research centers, including the Economic Management Research Center, the Center for Asia-Pacific Business & Law, the E-Commerce Research Center, and the Global Logistics & Management Research Center. 本院並將積極透過博士班之設立及經濟管理研究中心、亞太工商暨法律諮詢中心、電子商務研究中心、證券電子期貨研究中心、WTO與區域經濟發展研究中心、科技與創新發展中心及全球運籌與經營管理研究中心之設置,加強與政府及產業界之聯繫與互動,以爭取政府及產業界之委託研究計劃及經費。 The College will also actively strengthen its connections and interactions with the government and industry through the establishment of doctoral programs and research centers, including the Economic Management Research Center, Asia-Pacific Business and Legal Consulting Center, E-Commerce Research Center, Securities and Electronic Futures Research Center, WTO and Regional Economic Development Research Center, Technology and Innovation Development Center, and Global Logistics and Management Research Center. These efforts aim to secure commissioned research projects and funding from both the government and industry. 目前,本院內各系所在合作教學的基礎下,推動跨系、所之整合研究計劃;例如:應用經 濟學系與金融管理學系共同合作教學之「金融與財務學程」及應用經濟學系與 工學院都建所共同合作教學之「都市經濟與區域發展學程」與資訊管理學系及金融管理學系之「電子商務學程」等均已於九十一學年度正式推動進行中。因此,為協 調整合各系、所、院間研究資源,透過院級研發委員會機制以推動研發合作計畫、鼓勵系所師生積極參與及落實研發成果運用,本院之設立實有其急迫性。Currently, the various departments within the College are promoting cross-departmental and cross-institute integrated research projects based on collaborative teaching. For example, the Department of Applied Economics and the Department of Financial Management jointly offer the "Finance and Financial Program," the Department of Applied Economics and the College of Engineering's Urban Planning Institute jointly offer the "Urban Economics and Regional Development Program," and the Department of Information Management and the Department of Financial Management offer the "E-Commerce Program." These programs were officially launched in the 91st academic year. Therefore, to coordinate and integrate research resources across departments, institutes, and the College, we will use the College-level R&D Committee to promote collaborative research plans, encourage active participation from faculty and students, and ensure the practical application of R&D outcomes. The establishment of such a structure is crucial and urgent. 三、設計推廣教育學程落實終生學習目標3. Designing Continuing Education Programs to Achieve Lifelong Learning Goals透過結合管理理論與實務課程之設計,除可配合政府所推動之職業訓練政策,提昇人才資本外,且可提供地區企業及民眾之多項選擇,以增進管理之核心能力及民眾之經營管理知識,面對知識經濟時代之挑戰。 By integrating management theory with practical courses, the College not only aligns with the government's vocational training policies to enhance human capital, but also offers a variety of options for local businesses and the public, aiming to improve core management skills and business management knowledge to meet the challenges of the knowledge economy era. 為能提供更多面向之學習,以落實終身學習目標,本院積極協助本院各系所開辦各種推廣教育之終身學習課程,如亞太工商管理學系已於九十二學年度起設立二年制在 職專班、經濟管理研究所於九十三學年度起開授全球管理才能碩士學分班和全球經貿事務碩士學分班;同時,自九十四學年度起,本校與金門縣政府及越南政府合 作,分別在當地開設EMBA (高階經營管理碩士在職專班)及IEMBA (國際高階經營管理碩士在職專班)學制,其中,EMBA將提供大陸的廈門、泉州、漳州等地台商及其管理幹部之進修學習;而IEMBA則將提供南進的台商、 台資企業中的台籍和越籍幹部、越南官員等之進修學習,並能取得正式的碩士學位,以落實學術外交並提升我國的大學的國際競爭力,走出新願景。 To provide a broader range of learning opportunities and achieve the goal of lifelong learning, the College actively supports various departments in offering continuing education programs. For example, the Department of Asia-Pacific Industrial and Business Management established a two-year in-service program starting from the 92nd academic year, and the Graduate Institute of Economic Management launched the Global Management Master’s Credit Program and the Global Trade Affairs Master’s Credit Program starting from the 93rd academic year. Additionally, from the 94th academic year, the university, in collaboration with the Kinmen County Government and the Vietnamese Government, has established EMBA (Executive Master of Business Administration) and IEMBA (International Executive Master of Business Administration) programs in those regions. The EMBA program will offer continuing education to Taiwanese businesspeople and managers in Xiamen, Quanzhou, and Zhangzhou, while the IEMBA program will cater to Taiwanese businesspeople, Taiwanese and Vietnamese managers in Taiwanese-invested enterprises, and Vietnamese officials, all of whom can earn an official master's degree. This initiative helps promote academic diplomacy and enhances the international competitiveness of Taiwanese universities, opening new horizons. 另一方面,透過 本院與社區學校、地方政府機關、中小企業、科技傳媒合作以策略聯盟方式,共同開發打造學習平台,配合社區、政府、學校及業界之需求,規劃辦理各類學分及非學分班、研習營、講座…等活動課程,運用網路、函授及多媒體等方式進行教學,以培育政府機關、中小企業高階管理人才,並提供社區學校及民眾更多研習課程及學習管道,真正落實終身學習目標。 On the other hand, through strategic partnerships with community schools, local government agencies, small and medium-sized enterprises, and technology media, the College is jointly developing learning platforms to meet the needs of the community, government, schools, and industry. The College plans and organizes various credit and non-credit courses, workshops, seminars, and other activities, utilizing online learning, correspondence, and multimedia teaching methods. These efforts aim to cultivate high-level management talent for government agencies and small and medium-sized enterprises, while providing more learning opportunities for community schools and the public, thereby truly achieving the goal of lifelong learning. 四、透過服務中心提供企業診斷以爭取學術研究支持4. Providing Business Diagnostics through Service Centers to Secure Academic Research Support透過本院之「管理諮詢服務中心」協 助本校創新育成中心之運行,提供高雄地區中小企業相關諮詢服務,透過企業診斷方式,輔導企業轉型、創新,進而在資本市場募集資金上櫃、上市。透過雙方契約 協定,高雄大學也可取得公司股權,並結合校內之人力及資源在校內仿台大模式成立高大創業育成公司,運作有成後當有助於充實校務基金。另透過推廣教育協助業 界培訓管理人才,加強本土個案教學據以發展「台灣經驗」,並藉此獲得企業在學術研究方面之支持。 Through the College’s "Management Consulting Service Center," we assist the university's Innovation Incubation Center in providing consulting services to small and medium-sized enterprises (SMEs) in the Kaohsiung area. By conducting business diagnostics, we help these companies with transformation and innovation, enabling them to raise capital and list on the stock market. Through contractual agreements, National University of Kaohsiung may also acquire equity in the companies and, by leveraging internal human resources, establish a startup incubator modeled after that of National Taiwan University. Once successfully operated, the incubator will contribute to the enrichment of the university’s fund. Additionally, through continuing education, we assist the industry in training management talent, strengthening local case studies to develop the "Taiwan Experience," and, in turn, secure corporate support for academic research. 五、致力於學院國際化之升級來提昇學術競爭力5. Committing to the Upgrading of the College's Internationalization to Enhance Academic Competitiveness台灣經濟與管理教育最急迫的問題是「突破格局」,我們必須以寬廣的思維將視野放在整個亞洲及世界市場上!本院將設置「國際學術交流委員會」,透過本機制與國際著名大學進行策略聯盟簽訂互惠協定,交換教師與學生、發展遠距教學及相互承認學分,進而給予學程證明及學位證書,提昇學校競爭力,以因應加入WTO後之教育產業的新環境挑戰。 The most urgent issue in Taiwan’s economic and management education is to "break through the framework." We must broaden our perspective and focus on the entire Asian and global markets! The College will establish an "International Academic Exchange Committee," and through this mechanism, we will form strategic alliances with renowned international universities, signing reciprocal agreements to exchange faculty and students, develop distance learning, and mutually recognize credits. This will allow the issuance of program certificates and degree diplomas, enhancing the university’s competitiveness in response to the new challenges faced by the education industry after Taiwan’s accession to the WTO. |
